my cats litter box is in our basement so we have to leave the door open so they can go down there to use it. but our dog also likes to go into the litter box and eat the litter. dont ask me why. i want to find a gate i can put at the top of the stairs so that she cant get to the litter box but i want it to have a little cat door or a hole for the cats so that they can get through the gate without having to jump over it because i dont want them falling down the stairs.

try a pet store. petco, petsmart, etc.
Get one that looks like "lattice" when it’s open. The dog ( unless it’s a Chihuahua or something else that small ) won’t be able to get over ( or through ) it, but the cats can go right through the "lattice" openings.
You should be able to find something like this at any pet store.
OR, if you ( or spouse ) is "handy" with tools, you can MAKE one out of thick plywood & insert your own cat "flap" in it. These are not hard to install……an the dog wouldn’t be able to see through it.
