If she is trying to get customers in the neighborhood, then word of mouth does well, especially if she has already taken care of the pets of neighbors. Pet owners are always trying to find the most convenient and inexpensive way to deal with their pets when they travel. Business might be a little slow at the start, but would not doubt quickly build assuming she does a responsible job.

Depending on how young your sister is, she should have your parents back her up. What happens if a pet gets sick or has an accident? Letting the neighbors know that these things have been considered will reassure them that their pet will well cared for.

If there is a newsletter that circulates within the community, that would also be a great and inexpensive way to advertise.

Try pet stores and veterinarians in the area-most of them have bulletin boards that you can post a business card or small flyer. I don’t understand when you say you can’t put it on a bulletin board…be specific with why. If you can’t leave the neighborhood because of your age, then just go door-to-door and put flyers on people’s windshields or front door knobs. Walk around the neighborhood and talk to your neighbors who may be out walking their pet, or watering their lawn or something. Just don’t put anything in their mailbox-that’s illegal.
